ABOUT THE 2025 MINERAL RESOURCES DEVELOPMENT BILL
The Department of Mineral and Petroleum Resources gazetted a draft Mineral Resources Development (MRD) Bill on 25 May 2025 to amend the Mineral and Petroleum Resources Development Act. The Bill in its current form does not encourage or sustain the growth and investment that the mining industry needs to realise its full potential to create employment, stimulate the economy and fulfil its social mandate. The Minerals Council South Africa has submitted a comprehensive written response within the 13 August 2025 deadline for public submissions on the Bill. It anticipates extensive bilateral engagements with the DMPR to revise the Bill.

- South Africa needs a mining legislative framework that promotes global competitiveness, investment, growth and job creation.
- Uncertainty, delays in licensing and vague legislative provisions deter much-needed investment.
- A revised Bill that provides regulatory clarity and streamlined processes will lead to investment, increased exploration and mine development, job creation, higher revenues and long-term, sustainable growth.
